I did restart the exchange server. I don't know enough about exchange to know what to look for, but I did look around there for any references to the old server and couldn't find any. I found another forum post where I got this idea. I put a start-sleep in before the execution of set-mailboxfolderpermission. I started off small with 2 seconds, and it decreased the occurrence of the error. I incrementally increased it to 15 seconds. I ran 20 consecutive operations without a single failure.

There must be a delay in the creation of the mailbox where it won't let me run the set-mailboxfolderpermissions on it. I wonder why it says that the system attendant mailbox isn't available rather than the mailbox I'm doing the operation on. Maybe it is creating the mailbox on one DC and attempting to do the set-mailboxfolderpermission against another. Does exchange even store that stuff in AD?
